A connector at the centre of government technology.

Translation, done properly.

I work in Business Relationship Management within Government Digital & Data, specialising in AI governance, digital strategy and transformation, enterprise demand shaping, target operating model design and end-to-end value lifecycles, partnering with organisations across government. The job, done properly, is translation: sitting between the people who need things and the people who build them, and making sure change is driven by the business rather than done to it.

Departments rarely struggle because the technology is bad. They struggle because nobody owns the relationship between ambition and delivery. That relationship is what I manage, from everyday service demand through to how organisations approach AI adoption.

The route here was not typical. I grew up in care in County Durham, and joined the Treasury's new Darlington Economic Campus through the Civil Service Care Leaver Internship Scheme two days after graduating. Since then I have been named in HotTopics' Future CIO 100, the AI 100 UK by Digital Leaders, Apolitical's Government AI 100, and recognised as a Global Top BRM by the BRM Institute. As a Professional Member of BCS, The Chartered Institute for IT, I judge the UK IT Industry Awards.

That background is not a footnote to the technology work. Growing up inside systems designed around you, rather than with you, teaches you exactly what to look for when governments start automating decisions. It is why I chair the Civil Service Care-Experienced Network, why I publish research on social mobility policy, and why accessibility runs through everything I do professionally.

I write GOVBRM, a newsletter on aligning public sector priorities with digital delivery, read by over 1,250 practitioners in the UK and internationally.

Sebastian Moore is a Senior Business Relationship Manager shaping digital strategy and artificial intelligence governance across the UK Civil Service. Currently directing technology transformation and innovation in national policing while on secondment from HM Treasury, he builds the technical systems that bridge government policy with operational delivery. He recently architected an agentic BRM Front Door to streamline and govern public sector technology requests.

Recognised globally for his structural impact, Sebastian was named a Global Top BRM by the BRM Institute and features in HotTopics' Future Chief Information Officer (CIO) 100. His influence extends well beyond his immediate departments. He writes the GOVBRM newsletter for a worldwide practitioner audience and publishes research on social mobility policy. He also co-founded the Civil Service Care-Experienced Network to drive constructive political change.

  1. 2015

    Begins a decade of youth justice volunteering with Durham County Council.

  2. 2018

    Studies an Access to Higher Education course in Health Sciences, including Human Biology and Immunopathology, at Bishop Auckland College.

  3. 2019

    Rejects UCAS offers from multiple top London universities to enter the healthcare profession, then changes course to study International Relations and Politics at Northumbria University via a contextual clearing offer, staying in the North East.

  4. 2022

    Graduates from Northumbria University as a mature student and joins HM Treasury's new Darlington Economic Campus through the Civil Service Care Leaver Internship Scheme, two days later. Wins the HM Treasury Professional Award for Innovation the same year.

  5. 2023

    Presents lived-experience evidence to the cross-government ministerial board on care leavers while at DCMS, then moves to DESNZ/DSIT to run the Group Chief Digital & Information Officer's office.

  6. 2024

    Delivers digital upskilling to over 2,000 civil servants. Returns to HM Treasury as a Business Relationship Manager. Co-founds the XGov Care Leavers Network, now the Civil Service Care-Experienced Network. Named in the Digital Leader Top 100 UK.

  7. 2025

    Named in the AI 100 UK by Digital Leaders and Apolitical's Government AI 100. Directs the Treasury Innovation Day and wins an HM Treasury Innovation Award. Launches GOVBRM. Completes a PgCert, Postgraduate Certificate in Management, at the University of York and begins a Level 7 senior-leader apprenticeship in Digital & Technology Solutions at Henley Business School.

  8. 2026

    Recognised as a Global Top BRM and named in HotTopics' Future CIO 100. Publishes first research on SSRN, studies AI and digital transformation in government at Oxford's Saïd Business School and the foundations of AI at Durham University, and judges the UK IT Industry Awards. Begins a secondment to Police Digital Service, taking Business Relationship Management expertise into a new function.
